| "De él se rescató su color, puesto en faja horizontal, que forma el campo de nuestra bandera. Tiene como esmaltes el Gules (rojo) y dos bandas de sables (negro). Lleva como pieza de honor un escudo de azur (azul) fileteado de oro, con una espuela de plata abotonada de un sol de oro. Como ornamentos exteriores del escudo, el mismo está rodeado de veintitrés espuelas de oro, también consideradas estrellas perforadas, que representan el número de departamentos que integran nuestra provincia."
